There are about three merit lists will be released by the AICTE with an interval of time, so we cannot predict cutt off. As in first merit, there will be high merit and then decrease by second and third merit list.

So, wait for the merit list.

The cutoff will be very high this year for PMSSS 2021. Most probably for open merit the last student getting a professional college will have a rank of less than 4000 in the merit list. This year students having 90% marks in 12th is having a rank of 3481 and there are many students with merit category so pmsss also gives preference to the category students. You can check the cutoff for last year from the below screenshot.
