No, if you are getting PEC through pmsss then JEE Mains is not compulsory and if you are applying from outside then it is very compulsory to appear in JEE and have a good rank .
Please make sure that PEC comes under PMSSS i.e its name will be present during the choice filling of pmsss online counselling .
