yes you can get scholarship but first you have to find the reason why your scholarship is delayed by one year. Have you not uploaded the continuation and promotion forms through the college portal. Please find the pmsss helpline email and ask them and fill those necessary forms so that you can get the previous as well as next year scholarships.
