Yes, Resham It's true that  J&k students have seats reserved in colleges outside J&k. Some of the are as follows :

1.Through PMSSS (Prime minister special scholarship scheme ) . This scheme was started during congress tenure in 2011. In this scheme, students can get any professional course or Non-professional course college just on 12th merit basis. They even get the scholarship maximum upto 250000 INR per year but eligibility requires an Annual family income of less than 800000 INR.

2.  Through migrant quota. This scheme is eligible for the Kashmiri pandits who migrated to Jammu in 1990 and many other students belonging to the backward areas are eligible for this quota. students acquire various engineering colleges eligibility is just some positive score in JEE mains and CET state test even after not clearing the cutoff.
