i want to change college and get into govt college through pmsss but i have received nsp scholarship once for 1st year, can i still apply for pmsss?

Depends solely on you passing year , but since you have availed scholarship benefits it seems you are ineligible . Alternatively you can migrate your college in same university but no scholarship will be disbursed if you migrate from your alloted college .
