i admitted in collage through pmsss first semister is completed but i didn't get any fee from pmsss.if I cancelled my admission now can i apply again for pmsss this year.

You cannot apply again, so don't cancel your admission. First of all, complete all paperwork related to a scholarship from college, update payment details from the college. You will get your installments soon.
